Shadow Report
This Shadow Report provides a comprehensive and systematic analysis of social progress within the EU accession processes of the Western Balkans 6 (WB6) – Albania, Bosnia and Herzegovina, Kosovo*, North Macedonia, Montenegro, and Serbia – with a particular focus on Chapter 19 (Social Policy and Employment), Chapter 23 (Judiciary and Fundamental Rights), and Chapter 24 (Justice, Freedom and Security). It critically examines key policy areas linked to these chapters, namely education, social protection and social services, human rights, and the economic environment. By identifying structural challenges, gaps in implementation, and emerging opportunities, the report delivers evidence-based findings and formulates targeted recommendations at both national and regional levels.
